(d) Excellent directional stability and good sea keeping hull
characteristics.
NB : This will primarily include maintaining the direction and
stability during selling against the trial waves and wind speed and
directions seeing the performance of the Boat on ground. The
classification society will examine the related calculation sheet
furnished by the firm and determine the stability of the Boat. For
checking the stability, the following tests will be carried out: -
(i) Impact test.
(ii) Deflection Test.
(iii) Swamp Test.
(iv) Drop test.
(v) Inclining Experiment.
(vi) Lowering and hosting trials.
(e) Should have high operational availability and system redundancy.
NB : It means the Boat should be able to sail with its all
machinery / equipments installed in it without any in
interruption. Such performance of its machineries / equipment
will be checked by classification society and BSF Board of Officers
during trials. System redundancy refers to having alternative
arrangements for certain equipment like provision of emergency
batteries etc.
(f) Should be capable of mission periods of 20 hours or more.
NB : Since, endurance in the QRs has been kept 72 hours, hence
the continuous sailing of these Boats for 20 hours or more can be
determine by the rate of POL consumption and the capacity of fuel
oil tank in the Boat. The test will be conducted during all the four
inspections and trials by the BSF Board of Officers and
classification society.

(g) All machinery and equipment should have ease of operation and
low maintenance requirements with low life cycle cost.
NB : The evaluation criteria for this parameter will be physical
examination of the machinery / equipment by BSF Board of
Officers and classification society during the inspections / trials.
All such machinery / equipment will be run before the BSF
inspection team and the documents related to the maintenance
schedule will be checked and seen the requirement of periodic
maintenance, the ease of operation and low maintenance required
can be assessed. The BSF Board of Officers and classification
society will also evaluate their manuals to see whether they meet
the rules and regulation requirement. Further, engine type
approved certificate will be provided by the Boat manufacturer.
Technical literature/supporting technical documents be
submitted along with technical bid for assessing / evaluating
them.
(h) All round fendering vertically placed on crafts side.
(i) Should have Armour Protection to wheelhouse including Bullet
proof glass. Ballistic test as per approved procedure and schedule
to meet NIJ-111/EN 1063 standard for the first craft.
NB : The firm will furnish the requisite certificates obtained from
the National / International level accredited test laboratory for the
Armour protection and bullet proof blast fitted in the Boat during
the Prototype Inspection.

Propulsion
(a) One diesel inboard water cooled engine of appropriate capacity of
reputed make driving fixed pitch propellers or stern drive or water
jets suitable for low draught Operations.
(b) Electronic control and monitoring system for engine, gear box and
propulsion system.
(c) Easy electrical starting system of Main Engines by battery.
(d) Remote starting/stopping of main engines from the wheel house,
bridge top and locally from engine.

(e) Silencer for main engine and DG exhaust system should be catered
for.
Other Features:
(a) The boat shall be subdivided into five watertight compartments i.e.,
Forepeak, control room, engine room, Aft cabin and Aft steering gear
compartment.
11.
(i) Forepeak: Forepeak shall be built for stowage of anchor chain cable
and other ropes. Access shall be provided from the Fore cabin to the
compartment by means of a circular watertight hatch of 300 mm dia in
the dividing watertight bulkhead at a convenient height from the floor.
A Naval pipe of stainless steel shall be fitted in the compartment for
anchor chain cable. Arrangements for securing the inboard end of the
chain cable shall be provided in the compartment. A drain valve shall be
fitted for draining into fore cabin.

(ii) Fore cabin: The compartment shall be provided with a suitable
canopy with one no. grill for ventilation of either side of the boat. Access
shall be provided to this compartment from the wheel house. The
compartment shall be lined with suitable MPL paneling. Adequate
electrical light fittings shall be provided. The compartment shall be fitted
with four in no. bulkhead mounted electrical fans. A portable hinged
table shall be provided on the Aft bulkhead behind the ladder. Locking
cupboards shall be provided. Extra storage facilities shall be provided
under the bunks. For drainage purposes this compartment shall be
connected to valve chest in engine room. A fresh water tank of 600
Liters capacity shall be provided forward of the Aft bulkhead in the
compartment, under the deck. The sheets of the tank should be
separately built rather than using the part of hull as its sides.
Arrangements for one Dry Chemical Powder type fire extinguisher to be
provided. Rack for accommodating 10 in nos. Rifles and 2 in nos.
LMG along with ammunition is to be also provided.
NB: The compartment shall provide convenient sleeping arrangements
for a minimum of 04 persons of the sizes as mentioned below: -

(b) Rack for accommodating 10 in Nos, Rifles and 2 in Nos, LMG
along with ammunition is to be also provided.

(iii) Wheel House: The Wheel House shall be provided with a steering
wheel on port side, toughened glass viewing screens both on front and
sides. Wipers should be provided for cleaning the viewing screens.
Steering console shall be equipped with equipment as per machinery
specifications. A stainless steel mast to carry various navigational lights
and flags as per practice shall be provided on top of the wheel house.
Arrangements for foam type fire extinguisher to be provided. A bulkhead
mounted electric fan along with two portable chairs and a bulkhead
mounted hinged table top to be provided. Space should also be provided
for keeping VHF sets and battery next to the coxswain’s chair.
(iv) Engine Room: The engine room shall be covered with suitable
watertight GRP casing and provided with two nos. grills for ventilation
on either side. The casing shall be provided with one in no. fixed
skylight of suitable size. Access to engine room to be provided from the
main deck through a watertight hatch of size 450 mm x 450 mm.
Suitable racks shall be provided for spares etc. Two in Nos fuel oil tanks
of stowage of tools and total capacity of 250 Ltrs each shall be provided
near the aft bulkhead. The sheets of the tanks should be separately built
rather than using the part of hull as its sides. Drainage arrangements
from the other compartments shall be connected to a valve chest of the
engine mounted bilge pump for emergency. The bilge arrangements
shall also be fitted with a 50 mm dia sea inlet cock with strainer and a

shut down valve to provide for deck washing and fire fighting facilities.
Fire hose of 50 m length along with adequate couplings and nozzles shall
be provided. Arrangements for fitment of two in no. portable
extinguishers Halon type shall be provided. Adequate light fittings shall
be provided.
(v) Aft Cabin: An open sunken type aft cabin with a seating capacity of
at least 10 men shall be provided. Portable GRP Thwarts shall be
provided as seating arrangements. Access shall be from the main deck.
Necessary deck fittings for rigging up awning to be provided.
NB : Seating arrangements as portable GRP Thwarts: (Open Sunken type
aft cabin). Two sets 9’ x 2’ (minimum) each be made for 10 pers in
uniform and wearing life jackets.
(vi) Aft Steering gear compartment: This compartment shall house
steering gear arrangements. Access to the main deck be provided by
means of a watertight hatch of size 450 mm x 450 mm. Provision
should also be made for keeping additional fuel and fresh water in jerry
cans.
(b) Deck: Deck shall be constructed with GRP laminates as per
classification society Rules. All the exposed surfaces of the main deck
shall be given antiskid finish. Additional chaffing laminate shall be
provided in way of anchor arrangements.
(c) Floor: Floor shall be made to 10 mm marine plywood coated with
two layers of chopped strand mat on top and bottom. Floor shall be
connected with side shell and bulkhead with GRP angles. Floor can also
be made of sandwich construction in PVC core material is used.
(d) Guard Rails: Stainless steel guard rails of 20 mm dia with stanchions
shall be provided as indicated in GA. Stainless steel storm rails shall
also be provided all along raised deck house.

(e) Deck Fittings: Four is no. stainless steel bollards, four in no. S.S.
fairlead and four in no. S. S. Cleats conforming to material specs. at
section 1.5 of these specifications shall be provided. All these fittings
shall be fastened through GRP on to a S.S. backing plate with S.S.
fasteners. The backing plate shall be laid up and covered up with
adequate no. of GRP layers. Provision for. Towing arrangement should
also be provided.
(f) Rudder and Steering Arrangements: The rudder and steering
arrangements shall be hydraulically operated and the arrangements
shall be capable of operating the boat in water depths up to 1.5 meter or
more with good maneuverability at low speeds (minimum 8 Knots). The
arrangements shall be sensitive and provide fine control on speed
specially in confine spaces. The stainless steel stocks shall be
mechanically operated from the coxswain position with the provision of
hand tiller for emergency local operation. A rudder angle indicator shall
be fitted in the compartment to facilitate local operation. Separate
provision for providing AC is to be kept.
Sea Worthiness:
(a) The craft shall be capable of maintaining 8 knots speed without
impairing crew or craft performance in sea conditions up to sea state 3
(Significant wave height 1.5 meters).

(b) The craft shall remain operational with reduced performance in
conditions above sea state 3 and shall have survivability up to sea state
6.
13. Crew plus minimum 10 persons.
14. Construction
(a) The craft shall be designed and constructed as per IRS class or
equivalent notation of LRS/ABS/DNV or any other member of IACs

(b) Be fully compliant with MARPOL and SOLAS regulations, as applicable.
(c) Build standard as per IRS/equivalents specifications. Material for pipes,
valves, pumps etc in accordance with Class Specifications and should have
Cathodic Protection, Anti-fouling system.
(d) Hull design – Semi-Planning.
(e) Hull material- Composite(GRP + FRP)
(f) Good intact and Damage stability, damage survivability, watertight
integrity and crew/equipment protection.
(g) Well-planned and comfortable layout for minimum crew fatigue.
(h) Clear uncluttered and well-laid out deck are for ease of operation and
movement.
Special Features
(a) Vertical Windlass with complete Anchor as per class requirement and
complete galvanic protection inside cable locker.
(b) Escape routes, NBCD/FF equipment signs to be made photo luminescent.
(c) All lifting appliances and gears to be load tested to static and running
load.
NB : The certificate concerning this will be provided by the manufacturer after
obtaining them from the respective OEMs.
(d) Awning and stanchions for all open deck.
(e) Two set of canvas cover for all upper deck fittings and equipment.

(f) Soft patch be provided for shipping in/shipping out of main engine,
generators and heavy machinery installed in the engine room.
16 Location for Main and Secondary Armament: Gun mounting for LMG along
with NIJ level - 3 protection to be provided in such a way as to facilitate allround
i.e 360 degree fire power viz on bridge top, foxle, quarter deck (stbd).
However, the position of Gun mounting can be adjusted by the Boat designer
to suite the other requirements. LMG on Gun mounting will be tested by the
BSF BOOs during the prototype inspection in the presence of the classification
society rep.

17 Armament Locker. The armament locker should have the capacity of
storing ammunition as mentioned in para 16 above. Essential safety features
and flame retardant paint to be provided in armament locker.
NB: Dimension of the armament locker should be 2’ x 2’ x 1.5’ (minimum).
18 Stowage space for ration: - Stowage for 3 days ration to the crew.
19 Toilet: - One Marine type toilet to be created for and suitably located as
deemed fit by the yard.
The Mechanized boat should be fitted with the following navigational
equipment:-
(a) Quick settling gyro compass with analog repeaters each in bridge and
bridge top and in addition digital repeater in bridge. Two telescopic gyro sights
(azimuth circle) to be provided.
NB : The equipments should be of reputed brand. The firm will produce the
MMD approved certificates for these equipments. In case of foreign supplier,
they will produce the certificates issued by the foreign department.
(b) Magnetic Compass.
(c) Echo Sounder -Its sensor to be fitted in such a way so as to get
protected during the grounding condition of the Boat.
(d) DGPS.
(e) Navigational lights (Both Normal and Emergency Lights).
(f) Siren/horn (Electrical).
(g) Search lights for 360˚ coverage of 1200 W with Exenon lamp (Min 3 NM
range).
(h) Anemometer (fixed).
(j) Wet and dry bulb thermometer.

(l) Chart table & locker with parallel-ruler, dividers.
(m) Mounted trainable loud hailer (50W) with PA facility.

NB : The equipments (Srl No. b to p) should be of reputed brand. Firm
will produce certificate obtained from the OEMs regarding their
performance.
List of equipment/spare gear to be supplied:
The following equipment and spare gear shall be supplied with the
boat. Any other minor fittings not specified herein but required as per
standard practice are to be supplied/fitted by the builder without any
extra cost.
(i) Two in no. Graphinal anchors of 40 Kgs weight with joining
shackles.
(ii) Anchor chain cable of 12 mm dia and 40 mtrs length of SS.
(iii) Two in nos. polypropylene ropes of 25 mm dia. 40 mtrs length
fitted with suitable thimble of SS.
(iv) Two in no. SS. boat hooks of 50 mm dia and 3 Mtr long wooden
staves.
(v) Two in no. Mooring lines as required by IRS rules
(vi) One in no. first aid kit.
(vii) Life jackets – 16 nos as per SOLAS.
(viii) Life buoys with self igniting lamp- 4 nos (as per SOLAS).

The following instrumentation panel shall be provided in the coxswain
position in the wheel house and shall be illuminated for easy day or
night reading:-
(i) Engine Tachometer.
(ii) Engine pressure gauge
(iii) Engine cooling with a temp gauge.
(iv) Engine oil temperature gauge
(v) Gear box pressure gauge.
(vi) Tachometer.
(vii) Single lever engine/gear box control system.
(viii) Rudder angle indicator.
(ix) Light Indicator.

(x) Magnetic compass.
23 Stowage for rations/tinned provisions for complete crews for 3 days. A
hot plate of minimum 2,000 Watts should be installed at the appropriate
place as per the Boat designer’s convenience.
24 Power. AC & DC Generation capacity as required. Standby power by
another generator. Also the battery system of adequate capacity with
separate/additional charging facility to be provided for starting of main
engines/Generator sets and meeting emergency power requirements
including Automatic Emergency Lights (AEL). One DG set capable of
meeting complete crafts load at all times with 25% reserve available.
Sufficient illumination through florescent tube lights. Facility to avail
Shore Power connection should be incorporated in the Boat.
25 Damage Control and Fire Fighting. Fire pump/hydrant, automatic
emergency lighting, automatic fire fighting arrangements in engine-room
and magazine On board emergency hull repair kit and shoring
arrangement to control flooding. Major fire fighting system for
machinery spaces in accordance with Class Requirements

26 Life Saving Appliances. In accordance with SOLAS/Class
requirements.
27 01 set of Documentation per craft plus total 04 additional copies are to
be provided in printed hard copies in addition to CD-ROM & software for
reading.
Documentation, Training and Publications
(a) Documentation. The following are required to be forwarded to BSF
HQrs during course of construction.
(i) Priced purchase order copies for ordered equipment/machinery.
(ii) Copy of technical advice floated to various firms for
equipment/machinery be forwarded to BSF simultaneously.
(iii) All drawings whether class approved or not for BSF’s final
approval.
(iv) Draft D-787, ships maintenance schedule, Trials protocols for BSF
final approval (Six copies each).
(v) As built final building specification, as fitted drawing and
consolidated schedule of piping, painting, insulation, paneling and deck
lay-up on delivery of craft (three copies per craft).

(vi) Manuals with regards to installation, operation and maintenance
of various equipment/fittings systems and part identification list (three
copies per craft).
29 Three week training of BSF personnel (complete crew) for onboard
maintenance and operation will be included as initial package for supply
of craft at shipyard/boat builder’s premises. Training will be carried out
at shipyard/boat builder and/OEM premises as required. In addition
second line maintenance training on Main Engine, propulsion and
electronic controls as per OEM training schedule and at OEMs works to
be at shipyard/boat builder’s expense (one person each for training on
main engine, engine controls and propulsion per craft).

30 Induction Process. All onboard equipment would be subject to
Factory Acceptance Trials (FATs). The boat will be subject to inspection
and acceptance trials, .set to work (STW), Harbour Acceptance Trials
(HAT)/Basin Trials, Sea Acceptance Trials, for equipment being inducted
for the first time in BSF, the FATs are to be witnessed by BSF
representative.
31 Pre-Dispatch Inspection (PDI)/Joint Receipt Inspection
(JRI)/Acceptance Trials of Full Craft. All trials on the first craft will
be witnessed by BSF officials along with Classification Society
representatives. Acceptance trials of all craft will be carried out at the
port of construction and a functional trial will be carried out by BSF
prior acceptance of craft at designated port of delivery. PDI/JRI will be
carried out and witnessed by BSF officials.
32 The Mechanized Boat name, ID No and BSF Emblem to be fixed on both
sides of the Hull at superstructure at an appropriate place.
33 The Mechanized Boat shall be painted in disruptive pattern colour with
BSF markings
34 Two set of document/manual per Boat having details of operation,
maintenance, technical and detailed drawings to be provided by the
Builder to the Purchaser/Purchaser’s representative at the time of
delivery of Boat.
Note: [i] The confirmation that the stores are meeting the specifications should be supported by adequate Documents/
literature and certificates etc.
[ii] Technical literature of all stores and equipment offered be attached as appendices duly numbered.
(iii) The Tenderers must indicate “Complied” or “Not complied” against each Technical Specification/QRs on the relevant
columns.

(c) Have an expected life of more than 15 years with an annual
exploitation of (300 days x 10 hours) 3000 hours or greater.
NB : The firm will furnish requisite technical documents along with a
certificate pertaining to the hull construction and other equipment in the
craft for its life expectancy.
(d) Excellent directional stability and good sea keeping hull
characteristics.
NB: This will primarily include maintaining the direction and stability
during selling against the trial waves and wind speed and directions
seeing the performance of the Craft on ground. The classification society
will examine the related calculation sheet furnished by the firm and
determine the stability of the Craft. For checking the stability, the
following tests will be carried out: -
(i) Impact test.
(ii) Deflection Test.
(iii) Swamp Test.
(iv) Drop test.
(v) Inclining Experiment.
(vi) Lowering and hosting trials.
(e) Should have high operational availability and system redundancy.
NB : It means the Craft should be able to sail with its all machinery /
equipments installed in it without any in interruption. Such
performance of its machineries / equipment will be checked by
classification society and BSF Board of Officers during trials. System
redundancy refers to having alternative arrangements for certain
equipment like provision of emergency batteries etc.

(f) Should be capable of mission periods of 20 hours or more.
NB : Since, endurance in the QRs has been kept 360 NM at cruising
speed, hence the continuous sailing of these Crafts for 20 hours or more
will be determine by the rate of POL consumption and the capacity of
fuel oil tank in the Craft. The test will be conducted during all the four
inspections and trials by the BSF Board of Officers and classification
society.
(g) All machinery and equipment should have ease of operation and
low maintenance requirements with low life cycle cost.
NB : The evaluation criteria for this parameter will be physical
examination of the machinery / equipment by BSF Board of Officers and
classification society during the inspections / trials. All such machinery
/ equipment will be run before the BSF inspection team and the
documents related to the maintenance schedule will be checked and
seen the requirement of periodic maintenance, the ease of operation and
low maintenance required can be assessed. The BSF Board of Officers
and classification society will also evaluate their manuals to see whether
they meet the rules and regulation requirement. Further, engine type
approved certificate will be provided by the Craft manufacturer.
Technical literature / supporting technical documents be submitted
along with technical bid for assessing / evaluating them.
(h) All round fendering on crafts side.
(i) Should have Armour Protection to wheelhouse including Bullet
proof glass. Ballistic test as per approved procedure and schedule
to meet NIJ-111/EN 1063 standard for the first craft.
NB : The manufacturer will furnish the requisite certificates obtained
from the national / international level accredited test laboratories for the
armoured protection and bullet proof glass fitted in the Craft during the
prototype inspection.

Construction
(a) The craft shall be designed and constructed as per IRS class or
equivalent notation of LRS/AVS/DNV or any other member of IACS.
(b) Be fully compliant with MARPOL and SOLAS regulations, as
applicable.
(c) Build standard as per IRS/equivalents specifications. Material for
pipes, valves, pumps etc in accordance with Class Specifications and
should have Cathodic Protection to metallic component under water,
Anti-fouling system.
(d) Hull material- Composite / FRP with semi-planning Hull.
(e) Good intact and Damage stability, damage survivability, watertight
integrity and crew/equipment protection. Water / Air tight
compartmentalization will be made in the whole section of the craft.
(f) Well-planned and comfortable layout for minimum crew fatigue.

(g) Clear uncluttered and well-laid out deck are for ease of operation
and movement.
Special Features
(a) Carriage and supply of one number 4.7 meter approx Rigid
inflatable boat with 40 HP OBM through motorized davit.
(b) Vertical Windlass with complete Anchor as per class requirement
and complete galvanic protection inside cable locker.
(c) Escape routes, NBCD/FF equipment signs to be made photo
luminescent.
(d) All lifting appliances and gears to be load tested to static and

(g) Soft patch be provided for shipping in/shipping out of main
engine, generators and heavy machinery installed in the engine room.
Over head opening should be provided for smooth operations pertaining
to the purpose.
14 Location for Main and Secondary Armament: Gun mounting for LMG
to be provided on bridge top, foxle, quarter deck (port) and quarter deck
(stbd). In addition, one mounting of MMG on bridge top (port) and one
on bridge top (stbd) to be also catered. Arms and Amn will be provided
by BSF.
15 Armament Locker. The armament locker should have the capacity of
storing ammunition as mentioned in para 14 above. Essential safety
features and flame retardant paint to be provided in armament locker.
Armament locker will need to have fire suppression system, fire
detection system and will be insulated.
NB: Dimension should be 4’ x 2’ x 1.5’ (minimum).
The Medium Craft should be fitted with the following navigational
equipment:-
(a) Quick settling gyro compass with analog repeaters each in bridge
and bridge top and in addition digital repeater in bridge. Two telescopic
gyro sights (azimuth circle) to be provided.
(b) Reliable lightweight day / night navigational radar, X-Band, 96
nm range with ARPA facility to track minimum 10 targets and 10” TFT /
LED display.
NB : The equipments (at Srl No. a & b) should be of reputed brand. The
firm will produce the MMD approved certificates for these equipments.
In case of foreign supplier, they will produce the certificates issued by
the foreign department.

the compatibility oriented issues and subsequent request for change, if

fittings, blankets, pillow bed sheets, bed covers, wall clocks etc).
20 Air conditioning: - All spaces other than engine room to have air
conditioning. The AC system should be splitted / part instead of
centralized for the craft.
21 Fresh water capacity: - Fresh water tank of 5000 ltrs to be incorporated
in the craft.
Galley
(a) Common galley with required accessories like Hot Plate, Microwave
Oven, Food processor, tea / coffee maker, electric rice cooker, tea urn,
water cooler cum purifiers etc for Officers and men. Galley to be with
storage racks, sink etc.

emergency lighting, automatic fire fighting arrangements in engine-room
and magazine. On board emergency hull repair kit and shoring
arrangement to control flooding. Major fire fighting system for
machinery spaces in accordance with Class Requirements.
29 Life Saving Appliances. In accordance with SOLAS/Class
requirements. 02 life rafts with capacity to accommodate 10 men each
should be provided apart from other life saving provisions.
30 01 set of Documentation per craft plus total 04 additional copies are to
be provided in printed hard copies in addition to CD-ROM & software for
reading.
Documentation, Training and Publications: -The following are
required to be forwarded to BSF HQrs during course of construction.
(i) Priced purchase order copies for ordered equipment/machinery.

final approval (Six copies each).
(v) As built final building specification, as fitted drawing and
consolidated schedule of piping, painting, insulation, paneling and deck
lay-up on delivery of craft (three copies per craft).
(vi) Manuals with regards to installation, operation and maintenance
of various equipment/fittings systems and part identification list (three
copies per craft).
32 Three week training of BSF personnel (complete crew) for onboard
maintenance and operation will be included as initial package for supply
of craft at shipyard/boat builder’s premises. Training will be carried out
at shipyard/boat builder and/OEM premises as required. In addition
second line maintenance training on Main Engine, propulsion and
electronic controls as per OEM training schedule and at OEMs works to
be at shipyard/boat builder’s expense (one person each for training on
main engine, engine controls and propulsion per craft).
33 Induction Process. All onboard equipment would be subject to
Factory Acceptance Trials (FATs). The craft will be subject to inspection
and acceptance trials, set to work (STW), Harbour Acceptance Trials
(HAT)/Basin Trials, Sea Acceptance Trials, for equipment being inducted
for the first time in BSF, the FATs are to be witnessed by BSF
representative.
34 Pre-Dispatch Inspection (PDI)/Joint Receipt Inspection
(JRI)/Acceptance Trials of Full Craft. All trials on the first craft will
be witnessed by BSF nominated officials along with Classification
Society representatives. Acceptance trials of all craft will be carried out
at the port of construction and a functional trial will be carried out by
BSF prior acceptance of craft at designated port of delivery. PDI/JRI will
be carried out and witnessed by BSF officials.

35 The Medium Craft name, ID No and BSF Emblem to be fixed on both
sides of the Hull at superstructure at an appropriate place.
36 The Medium Craft shall be painted in disruptive pattern colour with BSF
markings.

maintenance, technical and detailed drawings to be provided by the
Builder to the Purchaser/Purchaser’s representative at the time of
